Poll tenant events by cursor

get/v1/tenants/{tenant_id}/events
Requires an API key

The same events webhooks deliver, in ascending sequence, for recovery or polling. Requires stations:read; events carrying billing data appear only when the key also has billing:read. Persist next_cursor after processing. Filter by type and, for charger events, by station_id. Webhook filters (stations, meter sample interval) apply to deliveries only: the log keeps every meter.sampled event, at most one per transaction every 10 seconds, for 7 days.
