Start charging after adapter authorization

post/v1/tenants/{tenant_id}/bills/{bill_id}/start
Requires an API key

Requires billing:write and stations:control. Registers a short-lived charging token, then dispatches once. Poll transactions for actual charging. An unknown operation requires reconciliation, not a new start key. No automatic start is triggered by checkout redirects.
