Stop the transaction belonging to this session

post/v1/tenants/{tenant_id}/charging-sessions/{session_id}/stop
Requires an API key

Requires billing:write and stations:control. Never accepts an arbitrary transaction ID. Unknown or rejected attempts after reservation require operator reconciliation; another key cannot dispatch twice.
