Delete a location no station is at

delete/v1/tenants/{tenant_id}/locations/{location_id}

Requires an API key

Synchronous. While stations are at the location it returns 409 location_in_use with their IDs in details.station_ids: move them (PATCH the station's location_id) or delete them first. Its external_reference becomes free. Past transactions stay, without a location. Replays with the same Idempotency-Key return the same result.
