Start using application-confirmed funding

post/v1/tenants/{tenant_id}/charging-sessions/{session_id}/start
Requires an API key

Requires billing:write, stations:control and settlement:write. funding_confirmed is an application assertion, not verification by Ivora. Registers a 15-minute token and dispatches at most once per session. Poll session state; successful dispatch is not physical start. No automatic stop at the external hold amount.
