Payment account
The tenant's Stripe Connect account at /payment/stripe/v1/tenants/{tenant_id}/account: status (billing:read), onboarding and disconnect (a signed-in tenant-admin; API keys are refused). The payment provider's pin is the only charge destination: Stripe payments of physical bills are direct charges on it. Tenants without an active pin get payment_account_required.
