RFID tokens
The tenant's driver cards and other idTags/idTokens the charging core authorizes: list, register, block, expire, relabel, delete a token that never charged, and bulk import (JSON or CSV, up to 5,000 rows, dry_run first). Requires tokens:read or tokens:write (tenant-admin). A value is unique per tenant regardless of case and type; another tenant's tokens are invisible. Bill charging tokens are managed by bills and never appear here. Changes emit token.created, token.updated and token.deleted.
