Observe session usage, bill and reported settlement

get/v1/tenants/{tenant_id}/charging-sessions/{session_id}
Requires an API key

Requires billing:read. Correlates live transactions by tenant, station, connector and private charging token. Reads never dispatch commands, finalize a bill or move money. Multiple matches fail closed. A completed bill stays readable if CSMS is unavailable.
