Resolve the branding a driver payment page shows

get/v1/branding/driver
No authentication

Public, for driver pages and the applications serving them. On a ready payment domain (hostname, else this request's Host header) the domain's tenant decides, and a station must belong to that tenant (404 otherwise, so a domain never shows another tenant's charger). On Ivora's own hosts the station's tenant decides. Without either, or for a tenant with no branding, Ivora's default. Any other public hostname (unknown, pending or disabled) answers 404 so its pages show no brand.
