Create a tenant charging location and return it

post/v1/tenants/{tenant_id}/locations
Requires an API key

Synchronous: the response carries the location resource ID. Replays with the same Idempotency-Key return the same location. Supply external_reference to make the location findable by your own identifier and to prevent duplicates for the same reference.
