Change one configuration key or variable

OCPP 1.6 ChangeConfiguration ({key, value}) or OCPP 2.0.1/2.1 SetVariables ({component, variable, value}, optional instances, evse_number and attribute_type). Requires stations:control. The operation succeeds when the core sent the message; result.charger_status then carries the charger's own answer once it arrives (null until then: poll the operation; it is never resent). charger_status is Accepted, RebootRequired (reset the station to apply), Rejected, NotSupported, UnknownComponent or UnknownVariable. Tenants may change the standard OCPP 1.6 keys and OCPP 2.0.1 component/variable pairs, except those that could disconnect the charger from Ivora or weaken its security (security profile, central system URL, identity, network, TLS, certificates, ISO 15118). Every other key, vendor keys included, is protected: refused with 403 configuration_key_protected unless the caller also holds stations:admin (team owners and admins, Ivora staff, and API keys created with it; allow_protected is ignored). A protected key the charger reports read-only is refused with 403 configuration_key_read_only. Connection keys (WebSocketURL, OCPPID, SecurityProfile, the central system URL or charger identity, the OCPP 2.x NetworkConfiguration component and the SecurityCtrlr and OCPPCommCtrlr network variables, and any key named like a URL, host, server, address or identity) are protected and also need confirm_connection_change: true (422 connection_change_unconfirmed otherwise); their result carries connection true and a warning: a wrong value disconnects the charger from Ivora. Sensitive keys (passwords, PINs, keys, secrets, tokens, Wi-Fi and APN settings) are refused for everyone with 403 configuration_key_sensitive (set the station password with PUT .../credentials). A refused key creates no operation and leaves the Idempotency-Key unused. The value of a protected key is not repeated in the result. Every change is in the project's operations (kind station.configuration) and emits station.configuration_changed with the key, and the value only for unprotected keys.
