Delete a token that never charged

delete/v1/tenants/{tenant_id}/tokens/{token_id}
Requires an API key

Requires tokens:write (tenant-admin). A token a transaction used answers token_has_history and stays: block it instead. Replays with the same Idempotency-Key return the same result.
