Tariffs and bills
Create immutable tariff versions (synchronous, returns the tariff), snapshot one before charging and calculate an immutable bill from trusted completed usage. Requires billing:read or billing:write. Energy is reported as integer Wh alongside a decimal kWh string; money is integer minor units.
