Prepare DNS-provider sign-in with Domain Connect

post/v1/tenants/{tenant_id}/ocpp-domains/{domain_id}/setup-link

Requires an API key

Returns a signed provider approval URL only when the reviewed template and signing key are available. Otherwise returns manual-setup instructions. Never collects DNS credentials.
