Release an unused authorization

post/payment/{service}/v1/tenants/{tenant_id}/payments/{payment_id}/release
Requires an API key

Does not stop a charger. The application must stop/reconcile charging separately before releasing payment. After a dispatched start, release is allowed only once the 15-minute charging token has expired (20 minutes after dispatch) and no transaction matches the bill; otherwise start_reserved is returned.
