Create a core tariff version and return it

post/v1/tenants/{tenant_id}/tariffs
Requires an API key

Synchronous: the response carries the tariff resource ID. Tariffs are immutable versions; create another rather than editing. Historical tariffs and the independent payment catalog are unchanged. Replays with the same Idempotency-Key return the same tariff.
